Yeah, as long as your Pokémon participates in the battle, or as long as it is holding an Exp. Share, it will recieve EVs, no matter if your Pokémon goes up one or more levels.
Hello,
I was EV Training a Shroomish and I was wondering if I could "hop levels" (battling Pokemon that are multiple levels higher than a low level pokemon, giving more experience thus the level hops from say 21 to 23) and still get the EV's from a certain Pokemon?

Experience levels and Effort Values are completely separate. The two have nothing to do with each other...well, except for the fact that, once you reach level 100, you will no longer be able to earn EP from battling.
