frankly awesome, in my opinion. good use of original pokemon and movesets. some status inflicters/pseudopassing moves could be good, but you've certainly put a ton of effort into figuring out things on this team. huzzah.

Now... I've made the EV's that much for one purpose alone... With Speed at 360, it is APPROXIMATELY 1 point higher than the standard max stats of the next fastest pokemon(other than Deoxys). SA at 259 gives it a regular max, and I've forsaken Explosion, because no matter how you slice and dice it, 122 Attack makes even Explosion suck eggs.

Now, this sets EV's MAKE its effectiveness. With NOTHING devoted to speed, and EVERYTHING devoted to Attack, Revange will almost always go second. But sometimes Revenge might not be enough on some tougher foes, so you can use Fake Out on the first turn. 40 power isn't much, but considering its coming from a 372 Attack Score, it WILL hurt, and considering it will flinch foes too... it rocks. Since it is so slow, WW is only natural, cause it goes Second anyway. Earthquake is there for Fugly Sableye's.

Xatu's Wish had made it REALLY playable in RS, this one keeps high speed and SA for Psychic , Confuse Ray can work with either Protect or Fly, and works great with Wish... especially if you switch back to Hariyama and let it regain lost HP(and it has lots to regain). Refresh goes with Fly since if they switch in a pokemon with Static or something, and Xatu gets paralyzed, then Psynchronize makes that opponent the same status, and Refresh will restore Xatu.

Like Madelyn said, a really well put together team. I can't really argue anything... movesets and EV distributions are all well thought out. I especially like the Pokemon choices. The only thing I'm not the biggest fan of is the heavy HP reliance, but whatever... it's not the end of the world.
Electrode if you changed it's personality to timid, you won't have to commit as many EVs to speed and it will give a higher stat boost (10% of its 00ber speed is A LOT more than 10% of its mediocre special attack). It is more productive to put EVs in defenses on pokemon rather than HP (unless the defenses are already 00ber a la Registeel). I'd give it EVs of 44/0/100/50/252/64 with timid, thus giving stats of:

Notice how my Trode would have a stat total 8 more than yours - because of the greater personality boost. 272 divides by 16 to give you 17 HP per turn with leftovers.
Rain dance does not really benifit the rest of your team (apart from Whiscash), so I'd drop it for reflect - thunder will do fine without it anyway.
Hariyama looking at the stats, this reminds me of Wigglytuff. Just because it has great HP, doesn't mean that it has good staying power. There's no point maxing out attack if you're not going to get a chance to attack. 12/66/216/0/0/216 would be better if you want Hariyama to last more than 2-3 turns:

A 40 base damage attack from Clubwak does negligible damage, so it will do even less from Hariyama. You're better off with protect/knock off/filler over it.
Xatu it already has shockingly bad defenses, so lowering its SD does Xatu absolutely no favours at all. Change the personality to modest and use protect and confuse ray. Fly has never been any good before, and it still is useless now. Those EVs in HP are wasted when it has such low defenses. I'd use 4/0/192/0/122/192:

Whiscash with no recovery attack (apart from a wish from Xatu), I don't think amnesia is worth it. You're better off attacking rather than tanking up. Tickle could be useful on the switch and other options include toxic, restberry and protect. Again, your EV distribution does not help Whiscash's staying power. I wouldn't bother with any EVs in special attack, you should only be using surf when it is super effective. 28/158/152/4/0/168 would be more suitable:

Registeel I fail to see how the chesto berry is necessary - what with it's tankish abilities. Give it leftovers. Your EV distributions is alright, but Registeel is one of only a few cases where giving it HP EVs is better than defense EVs: 236/242/16/0/0/16.

Overall I think you're too concerned about speed (*points at Trode and Sceptile*) Using so many EVs on speed does more harm than good - damaging the rest of the stats. In reality, nobody is going to bother maxing out the speed of their pokemon, so having 300+ speed is overkill. Apart from Registeel, there isn't much here that can take a beating. A reflect or light screen would help, and you should try and fit rapid spin somewhere.

mcgraw, metal claw is on because he plans on using it at the end it loox like, just amnesia and iron defense up, and then metal claw for pp not power, if he had hp-steel he owuld do more dmg, but he would overall end up struggling before anything wich would be the downfall of it, he obviously plans on because of ev distribution things usually using normal or special, and him just boosting defenses up and resting... this is easily counterred though by hazers, lol... and this is why i think OHKOs will be a common thing in rusa someday, anyways... metal claw isnt meant for power but pp, and when you have 950+ on both defenses you can easily just rest and force opponents to struggle while wittling down on them with metal claw, personally i dissaprove of this set, but thats what it is for... so metal claw over hp-steel all the way...sorry...
i would just like to say that that regi steel is a ****en tank. put on curse though.
giving xatu -sd is just not gonna work for him. and the ev distribution that you need for fly is just not worth it.
