each time you defeat a poke, you gain a certain amount of EP's towards a certain stat(s) (that explains your list). 4 EPs = 1 stat point @ lv. 100. Max EP in one stat = 255 (252 logically); max EP total = 510. THe objective is to battle the pokemon that give you EPs in the stats that most benefit your pokemon.
For Horsea, it should have no physical attacks (unless it has dragon dance + return), so it will have 0 EPs in attack (give it some if it has DD + return). Give it high special attack. it doesn't need a lot of speed since it has swift swim (needs rain dance to make ability work)... rest can go in HP/Defense/Special Defense.

So you can determine you're pokemons final stats through Effort points? I thought that was set and could'nt possibly be changed unless through sharking or is this a new inovation of Ruby/Sapphire?

stats can be changed in R/S by defeating pokes... until it reaches its max EVs. EPs can be figured out by looking at its stats, and vice versa

So if I wanted a Blaziken with maxed out Attack and Special Attack, how would I go by this? How many battles would I have to fight? I would have to fight mostly Shiftry and Beautifly (I can Shark these battles), and when my Torchic gets 255 Attack and 255 SpcAtt, then evolve into a Blaziken, will it's Attack and Special Attack be at their highest possible stat? Or at least Attack be at it's highest possible stat?

a) 252 = logical max; 255 = waste
b) when a pokemon evolves, it has the same amount of EP's it did before it evolved
c) there are lists online telling you which pokemon you defeat provide which EPs and how much... just find the pokes that are right for you, but don't battle the ones that aren't

I don't get your 252=logical max and 255=waste statement. Is 255 the limit to stats or not?

255 = max but 252 gives you the same stats... why waste 3 EPs?

So if I wanted a Blaziken with it's highest Attack rating possible and its Special Attack at its highest, it would look like this:
Attack= 252
Defense= 0
Speed= 0
Special Attack= 252
Special Defens= 0
HP= 0
And I'd have 6 left over. Those 6 can still go towards another stat? In that case, could I have 6 in Speed?

6 in anything... preferably speed... you should have lots of EVs in speed for blaziken anyway

You're an effort newb, not n00b. A n00b is an idiot, while a newb is someone new to something.
All Pokemon give the opponent a number of EP's when defeated. A Pokemon can only have a 510 EP total and you can only put 255 EP's in one stat. Putting 255 in one stat is a waste, since stats only raise every 4 EP's. You can have Effort Points in HP, Attack, Defense, Special Attack, Special Defence, and Speed.
