Oh, but it did work in GSC. I can confirm it. I breeded for a shiny Mareep with the attacks Thunderbolt, Body Slam and Thunder in Gold. First I startet out with a female Flaaffy (IV: HP:10 AT:1 DF:10 SPD:3 SP:2) and a male Pikachu (IV: HP:15 AT:11 DF:15 SPD:3 SP:15) which had all of the before mentioned attacks. The female Flaaffy had the right IVs to produce a shiny baby. But because only the male will inherit the mothers IVs all female babies couldn't be shiny. Since about 50% of the babies were female I decided to replace both parents after the unsuccessul 46th egg with:
Shiny Ditto (IV: HP:0 AT:14 DF:10 SPD:10 SP:10) I got with the RBY Transform Trick and a male Mareep (IV: HP:14 AT:11 DF:11 SPD:3 SP:10) which already had all three moves I wanted. Now since the baby always inherits Dittos IVs every baby could be shiny. And after 101 eggs I got a shiny female Mareep (IV: HP:0 AT:2 DF:10 SPD:10 SP:10) with all above mentioned egg moves (Thunderbolt & Body Slam; Thunder is a TM).
So, egg moves are passed down to the baby when you breed with Ditto in GSC. It would surprise me if this doesn't work in R/S too.
