As far as I can tell, no. Since only Meditite/Medicham and Abra are the only Pokémon currently available that can learn the Punches and Meditite/cham can't learn Encore, it doesn't look possible. Maybe it can happen when FRLG are released? I think I remember Magby learning Encore and Fire Punch. And, IIRC, Magmar is in the Human-like group.

Unfortunately, Magmar doesn't get Encore either, and nobody else can get both at least one elemental punch and Encore, not even in FRLG. Tough luck.

I think that is the quickest way for Abra to get Encore.

Or you can just get an Abra with Fire Punch from breeding an Alakazam with Meditite/Medicham... And taking the Abra that resulted there and breeding it with a Spinda or Sealeo whatever... Then it'll have both...

Togetic is incorrect. Egg moves only come from the father, so the mother will not pass down Encore (given that the pokemon in the egg will be the lowest evolution of the mother).

Oh, but it did work in GSC. I can confirm it. I breeded for a shiny Mareep with the attacks Thunderbolt, Body Slam and Thunder in Gold. First I startet out with a female Flaaffy (IV: HP:10 AT:1 DF:10 SPD:3 SP:2) and a male Pikachu (IV: HP:15 AT:11 DF:15 SPD:3 SP:15) which had all of the before mentioned attacks. The female Flaaffy had the right IVs to produce a shiny baby. But because only the male will inherit the mothers IVs all female babies couldn't be shiny. Since about 50% of the babies were female I decided to replace both parents after the unsuccessul 46th egg with:
Shiny Ditto (IV: HP:0 AT:14 DF:10 SPD:10 SP:10) I got with the RBY Transform Trick and a male Mareep (IV: HP:14 AT:11 DF:11 SPD:3 SP:10) which already had all three moves I wanted. Now since the baby always inherits Dittos IVs every baby could be shiny. And after 101 eggs I got a shiny female Mareep (IV: HP:0 AT:2 DF:10 SPD:10 SP:10) with all above mentioned egg moves (Thunderbolt & Body Slam; Thunder is a TM).
So, egg moves are passed down to the baby when you breed with Ditto in GSC. It would surprise me if this doesn't work in R/S too.

In concern to your post Gagome, Dragon God isn't looking for IVs. He's looking for a way to get Fire Punch AND Encore simultaneously on his Alakazam. But in your case, Raichu was able to pass Body Slam and Thunder to Mareep because Raichu could learn both attacks. However, there is currently no pokemon in Ruby/Sapphire that can pass Fire Punch and Encore simultaneously to Alakazam.

Yeah, you are right. I only wanted to tell that breeding a Ditto with a male pokemon passes down egg moves to the baby and got a little bit carried away.

Yes, unfortunately there doesn't seem to be a way to breed both moves to an Abra.
