It made the opponent's attacks miss 10% of the time in GSC, but I read somewhere that in RS/FR/LG is makes attacks miss 30% of the time. So which is it? It doesn't seem as high as 30% when I play Colosseum..

Held items that boost certain attacks only boost them 10% and those items ain't very good. I think Brightpowder also just makes the opponent miss 10% of the time. Maybe you're just getting very unlucky on Pokemon Colosseum.

If the special ability CompoundEyes improves your Accuracy by 30%, it makes sense to me that the item BrightPowder would lower your opponent's by the same amount. In each case, it's just basically equal to the effect of one stat-changing move, right?

Yeah, I believe it's the equivalent of one free sand attack or something.
