Okay, thanks for the whole list of all of em, but which should I train with. ( i.e. In Ru/Sa the easiest Sp. Atk. EV poke to use was Spinda.) Who are the easiest to train against in Fr/Lg? (Each stat if able, not just Sp. Atk.)

HP: Caterpie are easy KOs in viridian forest for 1 ep
Atk: Mankey are easy 1 ep in the grass left of viridian
Def: Metapod is a good 2 eps in viridian forest, otherwise it's geodude for 1
S.Atk: Gastly is probably best bet, 1ep. They are v.common, but L20+
S.Def: Obviously, as with RuSa, the ever-present sea-dwelling Tentacool are the option for 1ep
Speed: Pidgey and Rattata are both 1 ep and the only things found on Route 1, and their low level helps hatched pokes gain eps
From what I can see from the list, those are the best options
Once you've beaten the Elite 4, and have access to the islands, your EV training opportunities will open up for the better. And for the love of God, put a Macho Brace on that thing no matter what.
I usually have my pokemon fully EV trained by level 30 by piggybacking against these:
Attack: Go to Fuchsia City. Fish for Gyarados(2 Att), Seaking(2 Att), and Goldeen(1 Att)
Speed: Island 6, near the bug forest. There's a pair of twins that carry 2 level 50 Pikachu(2 speed). Keep fighting them (with the Battle Searcher) with something that can 1-hit KO them(I use my level 70+ Vaporeon). You can also go down Cycling road and fight Raticate (2 Speed), Fearow (2 Speed), and their unevolved forms (1 Speed) if you don't have something that can take out two Pikachu.
Sp. Attack: Pokemon Tower. Gastly (1 Sp. Att) are very common, with the occasional Haunter (2 Sp. Att)
HP: Island 4's pond is full of Marill(2 HP) and Slowpoke(1 HP). But that's in LG only. There's also a 2-on-2 with a Clefairy(2 HP) and Jigglypuff(2 HP) on Route 8.
Defense: Not as easy. Viridian Forest (Kakuna/Metapod 2 Def)
Sp. Def: The cave on Island 4 is full of Seel (1 Sp.Def), Dewgong (2 Sp.Def) and Tentacool (1 Sp.Def)
