Dude, no one's going to give you one. There might not even be someone that lives near you. So I reccomend getting a Dragonscale of your own. I think you can steal them off of wild Horsea.

yup i know that....that is what i have been trying for the past 6 hours, 42 minutes, 59 seconds, and 65 hundredths of a second ( i got a stopwatch)
Well, keep trying. You'll get it eventually, trust me, I got a Twistedspoon from an Abra that way and it took a few hours.

Well, you can also find Dragon Scales on wild Bagon. The chances aren't any better of finding one on a Bagon then on a Horsea, but who knows, maybe a little change will change your luck. ^_^
BTW, if you are trying to steal the Dragon Scales with Thief or Covet, are you making sure that the Pokémon using Thief/Covet is not holding anything? If the Pokémon is holding something, it will be unable to steal anything.
Outside of that, you can try putting a Pokémon in your lead position that has the CompoundEyes ability, which increases the chance of encountering wild Pokémon that are holding items. (This only applies in Emerald.)
Basically, patience is the key. It can be downright frustrating trying to get some items, but if you keep at it, eventually you will get what you want.

I recommend you go to Meteor Falls and look for Bagon. Use Covet on them and you'll eventually get it.
The thing is that Bagon appears more often than Horsea. Not to mention you don't have to tap buttons each time. You just have to run around.
If you're on Emerald, have a Pokémon with Compoundeyes so you have a higher chance.
And if you have FR/LG, stop trying to steal one. Roam all over the Sevii Islands. There's a Dragon Scale somewhere. I think it's on Six Island.
Yeah trying to get them from Bagon I think is easier then from wild Horsea...seeing you also run into other water Pokemon while trying to find Horsea. The cave with Bagon's however naturally only have Bagon. So it should speed the process along.
Actually, I believe there are also Zubat and Golbat in with the Bagon, possibly other Pokemon as well.

Yeah, Golbat and Solrock/Lunatone. It's those Rock/Psychic-types that make me prefer going after Horsea...if I were using a Thief Mightyena I'd be fine, I could just Bite them, but I usually use a Covet Linoone instead since Covet has four times the PP.

Another possible advantage to Dragon Scale hunting at Meteor Falls... while in the Meteor Falls, if you need some evolution stones, you can try to steal some from the wild Solrock (Ruby/Emerald, they sometimes hold a Sun Stone) or Lunatone (Sapphire, they sometimes hold a Moon Stone.) that you encounter while looking for Bagon.

dont worry i got the d scale. i actually got it from bagon with mightyena usin thief
it was easy since bagons are common in that one area.
