Help! Capturing Kyogre!

I am up to the part on Sapphire where you see Kyogre. His power is about at 2HP and I'm using Ultra balls, but it's not working. Any advice??

I'm not an expert on catching Kyogre or Groudon, but I assume he's catchable. I would reccomend to you the most basic advice - try putting it to sleep, possibly freezing it, paralyzing, burning... any of those. And if its at 2 HP, getting it to 1 HP might help

Hmm..well, it takes a while, so unless you want to use your MasterBall..

First - Get a pokemon with False Swipe and an Attack pumper. A Sleep move is great too.
Second - Pump your attack(make sure your pokemon is INCREDIBLY high in levels, like 100...or at least 60-70.)
Third - False Swipe like nobodies business!
Finally - Sleep it and Catch with an Ultra Ball or a Dive Ball. Or anything to catch heavy/water Pokemon.

If you are using the rom to play then this will work right here.

1. Buy TONS of ultra balls and other pokeball varities before you fight kyogre.
2. Battle him, and lower his HP as much as you can without killing it.
3. Now make a "save state", and toss balls and use status effects on it.
4. Hopefully you'll capture it!

breed a breloom with flase swipe+spore,(and lvl it up) the ground type moves are "not very effective" and the fire move only has 5pp.

you could also use a "timer ball", the more rounds that go past while fighting him, the more likely the ball will catch him
