Hmm, your at a disadvantage Snorunt, but your small size should help you avoid damage.
Anyway, start off with a Safeguard to block that Confuse Ray. We don't want to have to deal with confusion as we fight.
Then, since that Milotic is trying to hit you with a physical attack, toss down a bunch of Spikes between yourself and her. With any luck, the pain of moving over the spikes will slow/weaken the attack, and even if it doesn't, a Milotic is pretty slow so hopefully you'll be able to dodge that strike.
And third, why don't you use Flash on that thing to try and blind it. That should make it easy as pie to dodge that second Iron Tail coming your way.

All right, here I am. I hope that my reffing for this match is decent. Here we go!

Round One
Arena: Kaminko's House
The courtyard of Kaminko's house. There's a short crumbling wall around the perimeter, a Groudon fountain in the middle, a few dead tree's and evergreens around. It’s a dark place, seemingly always covered by dark clouds. The ground is a combination of dead grass and a cobblestone path.
Prebattle
Here we are today, on the arena, with dark clouds that lies overhead; Kaminko’s house, located on the Orre region. We see two battlers: Elec Man EXE, and the challenger, aragornbird a.k.a. Liang, a veteran of ASB who just returned from his long hiatus.
Elec Man EXE waited patiently for aragornbird to descend down from the sky with his Charizard. Aragornbird glanced at his opponent Pokemon, a male Snorunt, Hailfire. He then returned his Charizard, and swiftly produced upon a female Milotic, Uinen. The strange serpent Pokemon cried its name, and got herself in a fighting position near Hailfire.
Both battlers stood at their respective side, and the battle started.

Round One~ Begin!
Both Pokemon stared at each other, curious on each other; on how Snorunt looks like a hat with face, and on how Milotic managed to float above the ground when there is no water.
However, Uinen, being a more sensible Pokemon, started off the match by following aragornbird’s order and launched off a whitish glow of light towards Hailfire. The snow hat Pokemon Pokemon quickly produced upon a silver shield, which caused the Confuse Ray to sizzle on the shield, and thus fading away.
Uinen let out a strange snort, as she then rushed forward, propelled by some of her mysterious floating power. Her tail began to stiffen, glowing into a somewhat steel-like texture. She raised her tails high up above her, and swung it towards Hailfire…
But she then winced in pain. She was unaware of the spikes that were laid down between Uinen and her. That mistake had cost her some minor cuts on her belly, and also slowed her down. The attack was launched, but it only managed to graze a bit of Hailfire side, causing minor damage (5% damage).
Once she managed to escape from the hazardous spike, Uinen then proceed to perform the previous move again. Hailfire’s eyes flashed, and a bright flash of light escaped from his eyes, causing Uinen to fumble around dizzily. Thinking that she had got Hailfire near her, she released the attack. The attack managed to cause a cut on Hailfire, but because it hit the same spot that she was attacked earlier, she received another minor damage (2% damage).
Both Pokemon staggered, and stared at each other as the round ends.

Not bad Hailfire.
Since that Milotic is still blinded, I want you to use a Crunch. Try to aim for the head, thats probably the most vulnerable part of that snake.
After that, lets try Hail. Since the area is pretty cloudy already, it probably shouldn't be too hard to get a hailstorm going.
For your final attack, I want you to get on top of that Groudon statue and wait. If Milotic tries to launch an energy based attack, use Light Screen to weaken it. If she tries for a physical strike, get behind the statue and use it to guard you from the attack.

Round Two~ Begin!
The round begins as Hailfire opened its always-clenched teeth, and lunged out towards Uinen. On closer look, one could see dark energy sparking between the teeth.
Uinen waited until the Snorunt was close to her, and launched off a Twister. The raging pinkish tornado of dragon energy began to pick up all the debris around the ground, quickly turning brown due to all the dust, and at the same time, picking up Hailfire in it. In addition of his attacked foiled, the tornado, along with the spikes that he scattered around the ground that spun around, hurt him (8% damage, due to addition of spikes).
Hailfire finally managed to took a breath of relief, as the attack was released from him. He raised his head up, and after what seemed to be eternity of collecting energy, fired off a beam of water and ice towards the clouds. Since the clouds were already heavy, drops of icicle began to drop quickly to the ground.
Uinen, undeterred by the hail, began to summon drops of water instead. However, since the hail dropped first, it took Uinen a bit more energy to change the ice in the clouds back to water.
Not giving Hailfire any chance, Uinen used Swift towards Hailfire. The Snorunt quickly hided himself behind a statue of a Groudon in a fountain located in the middle of the lawn. The Swift whizzed past him, and he breathe in a sigh of relief… until the remaining stars of the very accurate Swift attack hit him flat on his face, knocking him out of his hiding place (6% damage). Uinen growled happily, as she is quietly untouched in this round.

Alrighty Hailfire, no biggie, we can still make a comeback.
First off, close your eyes and use Double Team. Since you won't be able to see any sort of Swaggering, it shouldn't have any effect.
After that, try a Blizzard attack. Being more powerful, hopefully you'll be able to freeze Milotic's water attack and send the extra chunks of ice back at her as well. Plus, the rainstorm (I assume its still in effect, even though it wasn't mentioned at the end of the reffing) should make a Blizzard even more powerful by adding more ice.
After that, either use Blizzard if it worked well before, or else rely on your clones to avoid attack and use Secret Power.

Round Three~ Begin!
The round starts off as Hailfire started to collect his inner energy, producing clones of himself. Uinen began to mentally taunt Hailfire into throwing into frenzy. However, the attack failed, as Hailfire had closed his eyes (which is quite hard to know whether its closed or opened).
Uinen wasted no time, and launched a wave of water laced with supersonic waves towards Hailfire. Unexpectedly, one of the Hailfires stepped in front of the wave, quickly dissolved into nothingness within seconds. The real Hailfire chuckled behind, collecting icy winds in his mouth. Uinen was unaware of this, and was quickly engulfed in a blizzard, limiting her movement (9% damage).
Uinen shivered, and in desperation, quickly launched of another Water Pulse towards two more Hailfire, and they too, dissolved. By now, Uinen had recognised the real Hailfire… But it was too late, as another blizzard was blown towards her (11% damage, as the rain began to fall harder). Hailfire sighed, tired after launching to Blizzard in one turn. Uinen, meanwhile was encased in thicker layer of ice. They stared at each other, eager to exchange blows to each other.

If you successfully put her to sleep, scatter Spikes all around her (but don't hit her, don't want to wake her up too soon). If you weren't successful putting her to sleep, use Leer to scare her a bit.
In case of Double Team, use a widespread Icy Wind to destroy the clones.

Hmm, I thought Double Team doesn't work in the rain due to the rain destroying all the clones? O_o
Anyways, Uinen, put the Snorunt to sleep first with Hypnosis. If it's successful, break yourself out of the ice with Iron Tail. Then get up close to it and give it a blast of Hydro Pump. If it's not successful, close your eyes and use Swift. Then use the water from the fountain as a Surf.

Personally, I don't have Rain Dance destroy clones because rain doesn't do damage, when I ref. Something has to do damage to destroy the clones. Hail would, though.

Uinen, still encased in ices, eyes began to grow dark, staring deep into Hailfire’s eyes. The snow hat suddenly began to charge a ball of darkness. Uinen gasped slightly, her Hypnosis could not penetrate the evil aura of the Shadow Ball. Hailfire let go of the hold on the dark ball as it grown to be as big as him (not that he is too big, anyway). The ball collided with Uinen, causing an explosion upon hitting (8% damage).
But wait! Uinen was freed from the ice hold due to the Shadow Ball! Now she seeks vengeance… Quicly, she throws energy in form of stars towards Hailfire, dealing medium damage (6% damage). Unfortunately, the clones of Hailfire were destroyed by the attack, leaving a total amount of zero clones. Hailfire quickly recovered from the attack and began to sing a mysterious soothing note. Uinen, unaware at first of the subliminal song later realised what Hailfire was doing… but it was too late. She dropped to the ground, deeply asleep.
Hailfire then threw spikes around Uinen, entrapping hazards around her. Meanwhile, Uinen twitched in her dream, oblivious to the danger that surrounds her…

Alrighty Hailfire, if we play this right we've got a free round.
First off, I want you to use Secret Power. Its a beam (according to the list anyway, I always thought of it as just a mystic force, but either way), so you won't be at risk of getting spiked, and hopefully the attack will have enough force to knock Milotic into some of the spikes. It will also hopefully wake her up.
If she did indeed wake up, she won't know what to do because she was only commanded to use sleep talk. If she's awake, use Hail to get a nice storm going and a bit of bonus damage. If she isn't awake yet, try hitting her with a Shadow Ball to jarr her awake before she can use an attack in her sleep.
Then, I want you to use an Icy Wind to chill her body (and if you make it powerful enough it might blow the Spikes into her as well), regardless of whether she's awake or not.

Uinen, although still sleeping, could grasp on her trainer order: relax. Right, that was what she could do, so that was what she did.
Hailfire took advantage and shot out a beam of normal energy towards the sleeping Uinen (6% damage). The attack barely made Uinen shook in her sleep, and surely it wasn’t enough to wake her up.
Suddenly, Uinen began to shook in her sleep, but it was not due to the Secret Power. Her mouth and tail quivered violently. Her whole body then began to glow blue, and the water in the pond began to rise up…
Hailfire quickly launched a Shadow Ball towards Uinen, hoping to break the attack. The attack met with Uinen (8% damage), causing a huge explosion and thus waking her up. She blinked with confusion; what was the psychic power that she summoned in her dream?
A wave of water crashed down towards Hailfire, much to the shock of both trainers (10% damage). The rain had only made the attack a lot stronger.
As soon as Hailfire recovered from the attack, he quickly began to produce a blast of cold air and launched it towards the confused Uinen. She was not given the order to attack in case she had waked up. What worse that spikes were surrounding her, blocking her way of escape.
She was then greeted with the cold and unforgiving wind, and not only she was encased in ice, but the spikes below her were also grazing her (9% damage).
Uinen winced from the attack, but at least she had gained some lost energy. Hailfire, on the other hand was losing a lot of energy.

Both Pokemon know that they are both low on energy, so defense is the only way.
Hailfire went and jumped on top of the Groudon statue, and began to set up a translucent barrier before him. However, Uinen eyes were gazed into Hailfire’s, and shortly, the snow hat Pokemon was put to sleep.
While Uinen was sleeping, Uinen body glowed in white. She was using a Recover attack. Instantly, her health was restored (30% HP recovery), but her energy was drained a lot.
As the round nearly ends, both Pokemon seems to be… doing nothing. They were actually relaxing to restore lost energy. Thus, we’ll see what’s next on the next round…

Relaxing is ref determines, so whatever value you want to use is fine.
I'm a little iffy on how much energy was used for Recover, though. IMO, based on the description in the attack list and fairness, the user should use more energy than the HP they regain. So recovering 30% Health should cause at least 35% energy use.
But then again, I suppose thats ref dependent as well.
Anyway.... ok Hailfire. As long as your sleeping, why don't you Relax again.
Uinen will have used Double Team by now, so use Snore. A sonic attack on the entire arena should do nicely in destroying the clones, and even do some minor damage to the real thing as well. Assuming your still asleep, that is. If your awake, use a widespread Icy Wind to serve the same purpose of clone destruction.
Next, use Sleep Talk if your still asleep. If your awake, you can take a much more active role. Use Flash on Uinien to (hopefully) cause her to miss her attack, and also set up for the next round. Either way, she might have to move through some spikes to get behind you, which is good for us.

Round Seven~ Begin!
Starting off, Uinen makes 4 copies of herself. Hailfire, seemingly not intending to wake up, just snored as he regained some lost energy.
Satisfied that she had created her clones, she curled herself up and relaxed. But wait! Now it’s turn of side! Hailfire chest heaved up and down, but instead of waking up, she began to snore- really loud that that the relaxing Uinen was hit by the subsonic snore (5% damage), and unfortunately, destroyed all of her clones.
Uinen rise up, and with difficulty she avoided rows of spikes to go behind the Groudon statue and sneak attack upon Hailfire. However, due to her slow reaction, Hailfire managed to woke up just in time as Uinen began to charge up a pressurized water blast. She was then greeted with a bright flash, instantly blinding her. Out of her control, the water blast was shoot out from her mouth, ultimately missing Hailfire by a distance.
Not only that, the Hydro Pump had hit a nearby tree, which was shattered due to massive force of Hydro Pump… But that play no important role in this match.

Round Eight~ Begin!
Hailfire saw that Uinan was temporarily blinded, and he grinned as he began to summon a ball of dark energy in front of him. Uinen, although still blinded, quickly began to shoot out shuriken of energy, which missed Hailfire by a lot of distance, until it suddenly began to turn around and reached towards Hailfire. The attack hit right on Hailfire (6% damage), and in frustration, the Snorunt fired off the ball of dark energy towards Uinen, dealing a significant amount of damage (12% damage).
Hailfire then charged a beam of ice and fired it off towards the tired looking Uinen. But she was already prepared. Her body glowed, and the Ice Beam was fired back towards Hailfire (10% damage). However, Uinen was worn out after the attack. Plus, she received a bit of damage from Mirror Coating the Ice Beam (5% damage).
Uinen relaxed… but Hailfire proceed and fired small cones of crystallised ice shards, and they quickly encased around Uinen (6% damage), causing her movement to be limited. The round ends as both Pokemon sank down because of fatigue.

All right, you're both pretty tired so Relax the first turn. If Hailfire tries anything sneaky like Sing, Double Team, or Spikes, use Swagger to stop him. Then go for paralysis with Dragonbreath.

Round Nine~ Begin!
The round started off with both Pokemon relaxing to regain their lost energy.
Next up, Hailfire quickly created 5 clones of himself-only to be hit with a blast of energy from Uinen, destroying two of his clones. However, it seems that he was not hit.
Frustrated, Uinen fired again, only to hit another clone. Hailfire then crept closer to Uinen. Summoning dark energy on his teeth, he then bit Uinen, and with a loud snap, twisted his head, causing deep gash on Uinen (10% damage). Uinen gave a scream of agony, and Hailfire let go off his hold on Uinen, leaving the serpent to nurse on her injury. Hailfire is left with no clones after using Crunch.

Okay Hailfire, lets keep it up.
Start off by using a nice Shadow Ball. Try to aim for that wound you gave her last round.
After that, go ahead and use Powder Snow for some damage and maybe cover her in ice.
And finally, why don't you Relax so you don't tire out quite so fast. Go ahead and close your eyes while you do so, just to make sure she can't use Hypnosis.
If she uses Double Team, use Icy Wind to destroy those clones.
