[color=magenta]That place is called Altering Cave. Really, it doesn't serve much of a purpose, because Nintendo never got around to doing anything with it. Altering Cave is also in FireRed and LeafGreen. Originally, Nintendo was going to have promotions at different places, and they were going to have things called "Wonder Spots" at the promos. At the Wonder Spots, you would need a Wireless Adapter, and you would need to have unlocked the Mystery Gift option. Then, by simply walking on the Wonder Spot, it would interact with your game, and cause the Pokémon at Altering Cave to change. The Pokémon that were going to be made available at these promos were Mareep, Aipom, Pineco, Shuckle, Teddiursa, Houndour, Stantler, and Smeargle. Nintendo never expanded on this for some reason, so Altering Cave is basically just a cave full of Zubat. Wonder Spots are used by Nintendo at promotions occasionally, they are used to give out Aurora Tickets to get to Birth Island and catch Deoxys, and to get to Navel Rock to catch Ho-oh and Lugia. They may also be used to give out the Old Sea Chart that is needed to catch Mew. However, these Wonder Spots have nothing to do with Altering Cave. SInce all of the Pokémon that were intended to be given away at Altering Cave are now available, it is doubtful that Nintendo will ever expand on Altering Cave. People can use cheating devices like Action Replay, etc... in order to change the Pokémon that appear in Altering Cave.
