    Feel free to mix and match Flamethrower, Dragon Claw, etc. with anything in there

    Well, based on Perfect Chaos' comments... I like Flamethrower first to defend against a 4x-strong STABbed Ice attack. EQ is good for Fire and Rock types that will be tough against Flamethrower. Dragon Dance is pretty much essential to Rayquaza.

    Let's then look at the strengths and weaknesses against your two attacks...


    Flamethrower
    Strong against Grass, Ice, Bug, Steel
    Weak against Fire, Water, Rock, Dragon

    Earthquake
    Strong against Fire, Electric, Poison, Rock, Steel
    Weak against Grass, Flying, Bug


    I like Ice Beam for a final attack in order to give you a lot of coverage against many different opponents. It still leaves you a bit vulnerable to Water types, but EQ should manage well enough. Ice Beam trounces Flying and Dragon Pokemon, which might otherwise pose some problems. Ground types will also bite the dust quite quickly.

    You could try to sub in Dragon Claw for one of the two special moves in order to take further advantage of Dragon Dance, but I think EQ is a good enough physical move. Besides, D-Claw isn't a very powerful move, anyway. The two special strikes, a powerful EQ, and the speed boost from DD should be good.


    Flamethrower
    Earthquake
    Dragon Dance
    Ice Beam


    As for items, Leftovers is good enough. That's never been my specialty, but PC's suggestion seems sound.

    i do not have ice beam i used it on regice to beat the elite 4 i dont have
    flamethrower wer do i get dragon dance and wer do i get leftovers
    i am plaing pokemon ruby

    There's more than one Ice Beam TM. You can get more at the Mauville Game Corner for 4,000 coins each. As for Leftovers, it's on the S.S. Tidal in the ship's hull (check the garbage cans).

    You can also get more Flamethrower TMs at the Game Corner for the same price as the Ice Beam TM. (Just buy the necessary coins; don't bother trying to win them.) Dragon Dance is a move that Rayquaza could normally learn at level 30 - if it levelled up in that manner. I was under the impression that the Move Tutor could teach it to Rayquaza, although the guide I normally use says otherwise now that I look at it. One of the more experienced members may know.

    Yeah, take their advice on getting Flamethrower and Ice Beam.

    For Dragon Dance, you can get it by taking a Heart Scale to the Move Tutor in Fallarbor

    Physical Sweeper Rayquaza:

    Air Lock
    (Leftovers)
    -Dragon Dance
    -Earthquake
    -Iron Tail
    -Hidden Power (Ice)

    The forumal is simple: Dragon Dance Rayquaza's already-high attack to obscene levels, and then sweep with Earthquake and Iron Tail. Very few Pokemon can resist both those moves; most of those who do (like Skarmory and Zapdos) will succumb to HP Ice.


    Special Sweeper Rayquaza:

    Air Lock
    (Leftovers)
    -Thunderbolt
    -Ice Beam
    -Surf/Water Pulse
    -Toxic

    I know, you're probably wondering why I said Toxic instead of Flamethrower, but it's really simple: A Special Sweeper with 4 Special Attacks has 2 huge weaknesses: Psychics, and high-HP Normals. Toxic can clear out both of them, despite it not technically being a Special Attack.

    Or, if you want, a combination could work, as well:

    Air Lock
    (Leftovers)
    -Dragon Dance
    -Earthquake
    -Toxic
    -Thunderbolt

    Or...

    Air Lock
    (Leftovers)
    -Toxic
    -Flamethrower
    -Crunch
    -Ice Beam

    The possibilities are really endless - everyone has their own definition of 'best,' so... go nuts. Experiment. You'll find something that suits you.

    Just as an aside, with Rayquaza's STAB, the power of Dragon Claw is boosted to 120, past even Earthquake. Also, if I'm interpreting you correctly, you're saying that Dragon Claw would benefit from Dragon Dance - Dragon Claw is special, so it would not. Either way, I'd personally sub it in over Ice Beam - it doesn't exactly have a good set of advantages, but the only thing resistant to it is Steel. I'd replace Ice Beam because Ice Beam's advantage over Dragon is covered by D.Claw, Grass is covered by Flamethrower, the advantage over Flying is covered by the fact that every flyer has another type and Rayquaza's other attacks can handle a lot of them, leaving only Ground... and that shouldn't be that big of a deal.

    But that's just me.

    Duh, I'm an idiot. Mentioned STABbed Ice Beams while forgetting that Rayquaza gets a similar bonus from Dragon moves. Stupid me. Thanks for adding your input to cover up my deficiencies, H Man. ^_^

    In any event, there are a number of things you could do with Rayquaza. I like to cover many different types, while some prefer to specialize in particular strategies. Lots of movesets will work, especially considering Rayquaza's natural strength. Since it's banned in most tournaments, and many casual battlers consider legendaries fairly cheap, you may as well just use it however you prefer for in-game play.

    Special Rayquaza

    Any combination of: Ice Beam/Flamethrower/Thunderbolt/Dragon Claw/Dragon Dance/Earthquake/Surf @Leftovers.

    I am not really all that crazy about Dragon Claw, even though it gets STAB, it's type coverage doesn't really impress me a whole lot, I prefer Ice Beam, because a lot of the Dragon types that you will face (Dragonite, Flygon, Altaria, Salamence, Rayquaza.) have 4x weaknesses to Ice, and the 10% chance of freezing is nice too. If you are looking for something to cover up Rayquaza's Ice weakness, you will probably want Thunderbolt and Flamethrower, because many Ice Beamers are part Water too, which cancels out their weakness to Flamethrower.
