Is hidden power a physical or special attack?

it depends what type it is.

if it's a fire, water, electric, grass, ice, psychic, dragon, or dark type hidden power, it runs off special attack.

if it's a fighting, poison, ground, flying, bug, rock, ghost, or steel type hidden power, it runs off attack.

note that no matter what type it is, hidden power is counterable by counter and NOT by mirror coat. at least that's how it was in gsc.
