Unfortunately this is currently unknown. I have seen no announcement on both US and European Nintendo web sites.
But if you look at the release dates of Ruby/Sapphire then you might calculate a possible release date for Europe.

R/S was released in Japan Nov 2002, in US March 2003 and Europe July 2003.
Now LG/FR is released in Japan now end of January 2004.
So, the games will probably be released in US in May/June and Europe August/September 2004.

Yeah, I know this waiting is not very exciting.

But there may be some possible delays because of the Wireless Link Adapter. Usually all wireless devices have to go through certain government approvals before they are allowed to be sold. Because of this Nintendo may have plans to release the game in Europe without the Wireless Link Adapter. Of course, I hope not. This is only my humble opinion. I have not heard or read anything about this matter.
