Walrein's good for getting that STAB, but make sure to watch out, 'cause Salamence can learn Brick Break, which is death to an Ice type. Milotic is probably your best bet, unless you wanna go with a surprise Icer like Dusclops or Lunatone.
I battled my friend the other day and he had a Salamonce on his team. I realized i didn't have an ice attack on my team and i got my a$$ kicked.
Anyway i need a pokemon good water pokemon that can learn ice beam and a moveset to go with it. I was thikin Militoc, but does anyone have any other ideas??

Some of the pure Normals learn it - Exploud, Vigroth and Slaking are types with decent SA. But naturally the surprise factor will only work once.
However, if you need a Water type for other reasons, Kyogre is the best. If you are not using or don't want to use Legendaries, Lanturn, Milotic, Huntail, Gorebyss, Wailord, Golduck, Starmie and Tentacruel are all options.

Surf
Ice Beam
Thunder
Rain Dance
The others would depend on your team more.
The pure Water types such as Wailord, Milotic and Golduck have a big advantage in terms of defense - the only two attack types they are vulnerable to are both Special (Grass & Electric), so if you boost their SDef they are generally more robust. In particular Milotic with its HUGE SDef relies on this feature - it is one of the most durable pokémon in the game, while having a top-line Special Attack.

Lanturn's a risk since every fully evolved dragon can learn Earthquake.
I'd recommend Milotic or Ludicolo. More along the lines of Milotic.
