There isn't really any such thing as a "tough pokémon". Species has zero effect in a contest, only moveset and contest stats (which are wholly species-independent.) Theoretically, a Metagross with good Cuteness moves and lots of pink pokéblocks could sweep the Cute Master Class.

Pokémon GO: Level 37, Team Mystic
Well... there *are* pokémon whose move pool makes them well suited for Toughness contests, particularly those who can get a really good combo. Here is one of the best:

Harden sets up a 12(!!) heart combo with Takedown. Not many others in RS can get a Takedown combo (Aron is the only one I know that learns it from level-up moves). Takedown is vulnerable to jams, so using a low heart move first sets it up to go late works a treat. If you're lucky you might even get the crowd to go wild (18 hearts!!!)
One of the classic Coolness combos is Quick Attack, Aerial Ace (i.e. Taillow!);
3 hearts in turn 1, 8 hearts on turn 2 (if nothing else modified the priority), which if everyone used Cool moves on turn 1 means the crowd going wild for another 6. Solid combo, and Taillow learns many other good Cool moves and combos.
Also, it's often a good idea to have a "cool down" move up your sleeve to sabotage the crowd going wild for an opponent. Fly is a good one for Taillow, for example, since it will often find itself at the top of the list and wanting to both protect itself from Jams and cool down the crowd.
Dive and Surf are a good Beauty combo (both combo with each other), and can be taught temporarily to almost any water type for no expenditure of money or Heart Scales. In fact, most of the HMs are pretty ggod contest moves.
Mud Sport and Water Sport are proabably the best Cuteness combo - both are 4 heart moves that combo with each other, so you have a very solid 4 - 8 - 4 - 8 - 4 heart return from the five moves. Filling turn three with a defensive move (say, Protect) is often a good move, giving 4 - 8 - 1 - 4 - 8 but much less chance of losing hearts to jams.

In order to get a picture painted, you have to win the Master rank, and win it well. Just scraping in a low-hearts win will not do it. Not sure of the exact threshold, but at least 2/3 of the appeal track needs to be filled, probably more like 3/4.

Actually, I used Skarmory with Fly, Double Team, Swift, and Air Cutter. I won Master Rank smart and cool with this.
Explosion or Self Destruct finishes off a contest nicely, as does Hyper Beam, or Teeter Dance. It doesn't usually matter what kind of contest either, considering the number of hearts gained/jams caused.

I don't know levels, but so far Weezing/Koffing are the only ones I know in 202 that learn Memento by leveling.

Sorry for being off topic, but what is Memento!? What does it do?
Memento: pp:10 att:- acc:100
Lowers foes Attack and Spc. Attack 2 levels if you faint in battle.
for contest's it's a tough move that rewards you with 8 hearts, never used it but you probably can't make an appeal after it similar to Destiny Bond.
My contest pokemon is a Smart Cacturne, even though I didn't raise him to be a contest pokemon he breezed through all levels of contests.
Memento is naturally learned by Grimer, Muk, Koffing, Weezing and Latios.
Egg move for Ralts and Duskull.
(RS data only).
Memento (Tough), Destiny Bond (Smart), Explosion & Selfdestruct (both Beauty) all have the same effect in contests - 8 hearts and no further appeals allowed. Destiny bond is a combo with Curse and Mean Look. Both are useful tactical moves.
Hyper Beam & Outrage (Cool), Thrash (Tough), Teeter Dance (Cute) and Petal Dance (Beauty) all do 4 hearts and 4 jams but make you miss the next turn. Thrash is a combo with Rage, Petal Dance with Growth.

My water sport/water gun Pellipper just sweeeped the Cute contest.
I'm using harden/take down Aron for tough, then I need to do smart. I need a different Pokemon that I could use for Smart, because I have a Gardevoir on my team and don't fancy tweaking her moves just to win a contest (i'd have to get her to re-learn future sight).
Any other Pogeymans have good movepools for Smart Contests?

Most Poison and Psychic types are good for Smart. Natu/Xatu is another one that learns Psychic & Future sight naturally.
But if you have a good combo, you can win them anyway, even if the moves aren't the same as the contest (at least vs the computer).
