Instead of doing all the hard work yourself why don't you search for a Pokemon Ruby/Sapphire IV Calculator yourself? I use the online IV Calculator and it helps me get my IVs quickly so I know if the Pokemon I have is good or bad.
When using the IV formula, I've noticed you add 5 points at Lv. 100 for any stat except HP. However, at lower levels, like 50 for instance, what do you do with these 5 points? Do they maybe account for 2.5 points, or are they just taken out of the formula entirely? Also, whenever doing caculations, must I always round down? Thanks to whoever answers!

I could, but I tend to be doing these caculations when I have no immediate access to a computer. Besides, the functions of some of the online caculators is limited. For example, I may want to find how many EVs a pokemon needs to be at max (G/S/C max anyway) with a good personality. That's something an IV caculator can't really tell you, right?

The problem is that until level 15, the formula wont work very well.
so you need to catch an high level pokemon. or else, keep track on every EV spend.

I use that Pokemon IV Calculator that you said and it works well even on just hatched Pokemon. Enter the Pokemon's Data at Level 5. Then feed the Pokemon 5 Rare Candies. Enter the Pokemon's Data again at Level 10. Keep doing this until you get the IVs as clear as you need them. Rare Candy works because it levels you up without getting EVs that you need to keep track of.
I read somewhere its not very recommended to feed pokemon with rare candies because then he lose something (im not sure what).
Rare candies? as there name suggest they are very rare (I manage to find only few , but im not yet on the end of the storyline).
Where do you find so much rare candys to level it up like that?

Rare Candies are good once you have all your EVs you can level your Pokemon up to Level 100 using Rare Candies and they'll be no lose in Pokemon Ruby/Sapphire.Originally Posted by Tall-Guy

Actually, Tall-Guy, Rare Candies are ideal for caculating IVs. While it is true that using them as means of leveling a pokemon up is bad, for this purpose they are quite effective. Also, it is actually very easy to get them in R/S, probably easier than ever. Just take an entire team of Zigzagoons or Lioones (or anyone else with the Pick Up ability), battle for a while, and take the items they pick up. I've gotten 10 Rare Candies at a time doing this.

When exactly they picking items up? during battles? or just by walking around with your charcters?

No, it doesn't help you find a Shiny or get Pokerus. You'll just have lots of battles to get lots of Rare Candy. You could find a Shiny or get Pokerus while doing this.Originally Posted by Tall-Guy

Rare Candies are considered bad for levelling up because they only raise level, whereas levelling up with experience raises both level and EVs. When you're trying to find out what your IVs are, though, it's actually helpful not to raise EVs. What you do is save the game, use a bunch of Rare Candies on the pokémon, check its stats, calculate the IVs and then turn the game off without saving. You have the information you needed, and you still have all of those Rare Candies to use on another pokémon. Much faster than going out to find even more every time you want to check another pokémon's IVs.
Zigzagoon, Linoone, Phanpy, Meowth and Teddiursa all have the PickUp Special Ability, and some Aipom (but not all of them) have it as well. The way it works is that every time you win a battle, these pokémon have a 10% chance to recieve an item. It doesn't matter what sort of battle, and the PickUp pokémon don't have to have participated, but they won't get anything if they were already holding something.
The items a PickUp pokémon can find are:
Super Potions: these are the most likely. When your pokémon finds something, 30% of the time it'll be a Super Potion.
Ultra Balls, Full Heals, Full Restores, Revives, Rare Candies and Nuggets: these are less common. Each item has a 10% chance of coming up when you get something. Since you have a 10% chance of getting anything at all, that means you'll find a Rare Candy once in about a hundred battles.
Proteins and PP Ups: these are very rare. Protein has a 5% chance of being found, and PP Ups come up 4% of the time when you find something, which just leaves 1% left...
King's Rock: this is the rarest PickUp item of all. A 10% chance of finding something and a 1% chance of that something being a King's Rock means you'll find a King's Rock once in a thousand battles!

You see, the formula adds 5 to each stat (except for HP, where 10 is added) no matter what level. Like for example, at Level 0 all Pokémon will have a 10 for HP and a 5 everywhere else except in the case of a personality that takes away from a stat (then it'll be a 4).
