One: Does Swampert's ground-element still negate electric attacks like it would with, say, Golem?(I need to know this so I know who to start with on Lg... Charizard or Blastoise...)

Two: Can you get the 2nd gen starters(Totodile, Chicorita, Cyndaquil) in Fr/Lg?

First Question: Yes

Second: No, you can not get any of the 3 starter pokemon from Johto in Fr/Lg. You can get them from Coloseum in there 2nd stages.

I'd like to add onto that, you can also breed trade them to fr/lg and breed
them to get thier starter forms, which would be the only way to get those
stages.
