Well, the first thing that stands out is that she is useless against Ghost, and will be pushing it uphill vs Psychic, Flying and Bug. Counter helps against Flying, but won't if the Flying type in question is a special attacker like Xatu or some Salamence, or happens to be powerful enough to KO Primeape in one hit (perhaps after a Swords Dance or Dragon Dance).
Rock Slide from the move tutor, or the Rock Tomb TM are the best options, probably replacing Counter or Focus Energy. You may want to replace Cross Chop with Brick Break if you get rid of Focus Energy.

I think ive decided to go with:
Brick Break
Bulk Up/Focus Energy
Rock Tomb
Dig/Karate Chop
-If Bulk Up, Dig because if a pokemon uses a 2-turn attack (even if it cant harm a pokemon using Fly she can still avoid the attack)
-If Focus Energy, Karate Chop because once pumped up Karate Chop could have a very high chance of a critical.

Yeah, like Misty said, I just edited Jeff's post, because he placed a link in his post. So what are IVs?
IVs are random numbers generated when you first meet/hatch/get a pokémon.
There is 1 for each stat, HP, Atk, Speed etc. adn they range between 0 and 31. At Lv100 a stat will be higher the higher it's IV is. You cannot change them.
