Is There a Safari Zone in R/S?

If There is a Safari Zone Where is It? Cuz i wanna catch my Pikachu!

Yes, there is. It's:
West of Minamo (Town with large Mart), or
North of Cemetery Mountain, or
South of the Rainy area

You'll spot it - there are two girls standing near the building (look like the ones you have 2 on 2 battles with)

You can catch a lot of the old ones there including: Natu/Xatu, Phanphy, Wobuffet, Pikachu, Dodou, Girafarig, Oddish/Gloom, Heracross, Pinsir.

Is it just old pokemon there and if not what of the new pokemon are in there?

Well, rather no newest Pokemon. I found a Shiny Phanpy around there have a look! I caught him without any cheats, just pure luck!

By the way, you still can't use Pokemon, only work out with your luck and tools. Use the option that normally applies to choosing Pokemon to make him easier to catch -- but don't overdo, or the prey will run.

You need a special case, which you can find around... well.. I just dropped this from memory anyone tell him?

Nah, there isn't a Safari Zone in RS. There is a bunch of grass that your Pokemon refuse to fight in where random stuff finds joy in attacking you, but the lack of Scyther disproves the possiblility of it being a true Safari Zone(sorry, still a little bitter).
