Actually, I don't think you can reset it without using a cheat device. And I'm having trouble even finding a cheat code that can do that... This is odd. I've actually found a couple of sites with codes to change the clock in Ruby and Sapphire, but I can't find similar information for Emerald. It could be that no one's figured out a code yet, or it could also be that the programmers made the clock immune to manipulation without a player outright hacking the game. I'll try to look into this some more.
I refer you to the Advanced Generation forum, who can prolly tell you if this is possible or not and if so, explain how to do it. ^^;;

You can't change the clock once initially set.
Since this has almost zero game effect (it really only affects the tides and the Umbreon/Espeon evolution), there is normally no need to do so.

That's weird... I don't have Emerald -- does the clock accomodate for Daylight Savings Time? If it doesn't, it seems odd that there would be no way to change it...

It doesn't account for DST, and that's the reason I've tried to change it myself. Does Japan have Daylight Savings Time? If not, that would explain not being able to change the clock... although it's still annoying.
And your clock froze? We've discussed similar problems in GSC, but it seems odd that an Emerald cart would be failing already. It's not a good sign, at the very least... maybe Nintendo should consider ways to recharge the internal battery, or something (like an SP concept for the cartridges).
You say there's a way to change the time on Pokemon Ruby/Sapphire with a cheat device but not Pokemon Emerald. I think this has something to do with the moving memory introduced in Pokemon FR/LG carrying onto Pokemon Emerald. Basically it was done to stop cheat devices but there's a code to temporary stop it moving while you use certain cheats. Maybe someone could find how to change the clock while doing this.
