1. There's a term called "tears of joy." I'd say it could very easily apply here.

2. Let's assume, for the sake of argument, that he wasn't just happy about Pikachu returning. Why wouldn't he be? Well, even though Pikachu's return meant that the best friends would stay together, it also meant that Pikachu would have to leave its Pika-friends. Ash knew that Pikachu had been happy with them, so maybe hewas uncertain about whether Pikachu's decision was right? Or maybe it was simply a bittersweet outcome, even though Ash knew it was the right thing?

Even still, I think it makes more sense for them to simply be tears of joy. But that's my opinion; to be perfectly frank, what really matters is what you think Ash was feeling. How would you know? Put yourself in his shoes. Would you be happy after the events of that episode? Sad? Confused? Somewhere in between? Beyond figuring such things out in that manner, we can't really ever be sure what someone else is feeling. Just think about what makes sense to you.
