Help with EVs and IVs

about EVs and IVs, I understand them mostly but still have a few questions..

EVs) you can get 255 EVs. Is this per level, or all around?

IVs) Is the only way to monitor IVs to catch 2-4 of one pokemon, and compare stats?

I'm actually thinking about competitive play and needed to know some of that stuff.

EVs) 255 is the max you can get for one stat. The max for all around is 510.

IVs) No, you can catch one Pokemon, and use an IV calculator to figure out its stats. I use Legendarypokemon's calc: http://www.legendarypokemon.net/ivcalc. Remember that the higher level your Pokemon is, the more accurate the results will be. Also, in order to figure out IVs, you must know how many EVs your Pokemon have. That's why its easiest to calculate brand new Pokemon that don't have any battle experience.
