The thing is with all Pokemon is that they can only eat a certain amount of Pokéblocks before they stop eating anymore (I think its like 10-12), and knowing that, you need to make the most top-quality Pokeblocks possible before you feed them to your Pokemon.
For Feebas to evolve, you need to feed it Blue or Indigo Pokeblocks until you max out its Beauty rating (I know the Pamtre Berry is the best for this, but trust me, its a REAL biotch to grow enough for it to be used). I'm not sure what the other Berries are, but once you max-out your Feebas's Beauty, and just level it up and voila! Instant Milotic
Actually, it's not the number of Pokeblocks that matters, but rather the total feel of those Pokeblocks. Each one has a level and a feel; the higher the level, the more effective the Pokeblock will be. But the higher the feel is, the more it "fills" your Pokemon, so to speak.
Every time you give your Pokemon a Pokeblock, more stars will appear around your Pokemon under the PokeNav's condition feature, until they completely encircle it (signaling that your Pokemon is "full"). At this point, it won't eat any more Pokeblocks at any time (unless, of course, you avoided saving). If that's the case, you'll need to catch another Feebas or trade/breed for one.
It can be very difficult to max out Feebas' beauty, so you have to make your Pokeblocks carefully in order to maximize their effectiveness. If I recall correctly, the best berries to use for Beauty berry blending are Liechi, followed by Pamtre berries. Note that different Pokemon like different types of Pokeblocks, depending on their nature. If a Pokemon likes a certain type, it will get more of a boost when it eats that type of Pokeblock. (See the list below.) You might also try giving Milotic a blue scarf, if you have one from maxing out another Pokemon's beauty; I'm not sure if that makes a difference, but it's worth a shot if you've got one.
