Somebody knows what is a Hairy Hand?

I said this because i have a tournament tis thursday and the item is banned. When i asked why, the org said me that increases 15% al the stats. Its true?. Even he doesn't know if it exists. where can it be found if it exists. Can somebody lend me a complete item list?

Is this a 2v2 tourney, by any chance? If so, either you heard the guy wrong, or he said it wrong, and said hairy hand instead of helping hand. Helping Hand is a move that raises all the user's partner's stats by 1.5x, learned by Plusle, and Minun, of course.
