nope, no way to get wish on spinda legally. you can only breed wish onto spinda via togepi/togetic

yeah, and speaking of uos eevee gets wish wich will most likely benefit flareon/vaporeon... making vaporeon and even better sub/roar kinda person... -_-

Vaporeon can't get Substitute, assuming that's what you meant by sub.
