You need a Dragon Scale which you have to steal from wild Bagons.
You can find Bagons in Meteor Falls. You will need Waterfall to get there.
Good luck, Bagons holding a Dragon Scale are very rare.

...and if you choose to go after Horsea, you can find them by fishing with the Super Rod in the fast-moving currents within Routes 132-4. Horsea aren't much more common than Bagon, though. I prefer going after Horsea because my item stealer is a Linoone, and it can cope with Wailmer and Sharpedo better than it can cope with Solrock.

I suggest you go after Horseas. I conducted a small test in which i cought 10 of each, and i found that the horseas had 2 scales while the bagons had non. But then again it could be completley random.

Yes, you were just shockingly lucky with the Horsea. The result you got with the ten Bagon is, unfortunately, closer to normal. This thing takes patience.

I was so lucky to get my dragon scale. Finding one of those just might be harder to do than finding feebass
