Everytime you change areas, he moves. So go to an area two away from where he is... then move towards him... if you're lucky, he'll end up in the same place. Proceed from there![]()
Be careful, though...every time you FLY to another place, or every time you enter or exit as building, Latios moves randomly as if he had used FLY. It's actually on the same rules as the GSC Legendary Beasts, except that Latios doesn't ever appear on the westernmost routes.

Pokémon GO: Level 37, Team Mystic
The best place to go is Mauville, simply because it links to a few areas that do not require you to enter a building or fly. It's good to keep a Rock Smasher, a Surfer, and possibly a Flyer with you when you do it. He'll more than likely appear on the route to Fortree City, so without a surfer, you're out of luck. If he's too far out of your reach, simply enter a building and walk back out until he comes closer.
It's a tedious process, but there aren't many Psychic Dragons out there, so it's probably worth it.
Edit: Something that helped me, and I'm not even sure if it really works, but it's a convention I use to catch rarer Pokemon.
If something isn't coming up where the Pokedex says it is, every couple of battles, keep checking the Pokedex's Area map. For some reason, this makes the game (as far as I can tell, at least) increase the frequency of it. I've caught tons of Absols, Swablus, and Pikachu this way. Like I said, it's not a science, but it seems to work for me.

Make a secret base on route 120 (to the east of Fortree), and just walk in-and-out, continuously checking your Pokedex to see where Latios is. It's what I did, and it took me an hour or so to catch 'em.![]()
