Fastest way to get lots of lovescales

What do you think is the fastest way and why?

Well, you can whip out your Itemfinder and comb the various beaches of Hoenn. There are a dozen or so Heart Scales to be found without ever needing to see a Luvdisc. Once you run out of those, though, the only way is to find Luvdisc and use item-stealing moves.
