Was thinking of what moveset i could possibly use. Keep in mind I have no access to Fr/Lg or a shark, so breeding Dragon Dance onto T-tar is out of the question.

Did you snag a female or a male. DD can still be bred to it, but only if you got yourself a female. I'm right now goin through and tryin to get the last 6 of those trainers to have females of Miltank, Houndoom, and Tyranitar. It's takin FOREVER! Even though yours can't get DD it's still a perfectly good pokemon. Go w/this MS.
Tyranitar @Quick Claw
-Earthquake
-Crunch
-Aerial Ace
-Blizzard/Ice Beam
Crunch cause of STAB. AA for fighting. Earthquake cause it's good for 2v2 and 1v1. Blizzard if for 2v2 and Ice Beam if for 1v1. Good pokemon though. Very good pokemon.
Hope this was of some help!

I've got an idea, how about we draw straws, and the loser gets to run across the parking lot with ham sandwich!" - Steve (DOTD)
Um.....Miltanks are ALWAYS female.Did you snag a female or a male. DD can still be bred to it, but only if you got yourself a female. I'm right now goin through and tryin to get the last 6 of those trainers to have females of Miltank, Houndoom, and Tyranitar.

Yeah, the T-tar is a female, luckily. So how's DD bred onto it? I thought Charizard was the only way?
You can't. There are no non-FRLG breeding chains for getting Dragon Dance onto a Tyranitar.
Curse is still a pretty good option, though.
As an alternative to DD, this is a set I came up with:
Nature: Brave (+Att -Spd)
@leftovers
Earthquake
Rock Slide
Thunder Wave
Roar (or Crunch)
Ev's into Att, SD and HP.
You can't get T-wave without FR/LG but I thought I'd put it anyways. Since he's slower than most other pokes, T-wave is always a good move to use first turn. Then Rock Slide away for massive damage, 30% flinch rate, and 25% paralyze rate. Roar is on there for pseudohazing, and parashuffling in some cases: his defenses are good enough to use it effectively.
