HP: Marrill pond on Route 117.
Attack: Mt. Pyre Shuppets in Sapphire, Nuzleaves and Zangeese on Route 114 in Ruby.
Defense: Clamperls underwater.
Special Attack: Spindas on Route 113.
Special Defense: Tentacool in the sea.
Speed: Everything but the Kecleons on Route 118.
I'd add:
HP: Whismur in Rustboro Tunnel for low level types. Encounter rate is better than surfing (and you can run and use a bike) so it can be quicker than surfing for Marill.
Attack: Super Rod Fishing on R118 (pure Sharpedo and Carvhana)
Special Defense: Swablu, Lotad & Lombre on R114 (Sapphire)
Fighting types who want +Attack, +HP have a sweet training regime - level up from the egg on Whismur, then switch to the Dark/Water types on R118 with the super rod. Done this a few times with Makuhita/Hariyama.

Special Defense: if you're willing to go far out of the way to find a place where you don't have to be picky about what you battle, go to the Abandoned Ship. Tentacool and Tentacruel are the only wild pokémon you can meet there.
Aside from all this, there are places that are excellent for raising two EVs at once. For example, if you're playing Ruby and want to raise a physical sweeper (Attack and Speed,) go to Meteor Falls and beat up on the Zubat and Solrock you'll find there. Sapphire players can go to the same place to raise a special sweeper, thanks to the Lunatone they'll meet.

just to add my 2 cents into the batch:
HP: Hariyama (2 EVs), Exploud (3 EVs), Elite 4 Glaicia (all her Pokes combined give only 11 HP EVs)
ATK: Zangoose (Ruby only/2 EVs), Shuppet (1 EV), Banette (2 EVs)
DEF: Lairon (2 EVs), Skarmory (2 EVs), Aggron (3 EVs), Metagross (3 EVs)
Speed: Zigzagoon (1 EV), Linoone (2 EVs)
SA: Magnemite (1 EV), Magneton (2 EVs)
SD: Tentacool (1 EV), Tentacruel (2 EVs)
Oh, and this discussion shouldn't forget to mention using the "friend's secret base" feature to provide a once-per-day-per-friend customised training fight.
Swap records with a friend and they should appear with the party they had selected in their secret base on your cart. Get them to select lots of suitable pokémon (say, 6 Beautifly, for 18 Special Attack effort combined - a lot quicker than hunting for 18 Spinda!). Naturally this requires a friend or duplicate cart and GBA, so won't be an option for misanthropic paupers...

Just a note, For Ruby, Solrock gives you 2 Attack points as well. couple that with Zubats and Golbats giving you speed points, and Meteor Falls a good place to train some speed-attack pokemon. Even Bagons give you 1 attack point.![]()
