IVs = Individal Values
EVs = Effort Values
IVs are random from 0 (Worst) to 31 (Best) in each Stat. Breeding makes a Pokemon have better IVs that it would have in the wild.
EVs are the values you can put where you want. You can have 510 EVs in total and 255 per Stat. Vitimins will raise EVs in a Stat by 10 Points.
IVs\DVs are kind of like a Pokemon's "stat genes", which range from 0 to 31. Having a zero DV in a particular stat means your Pokemon has the lowest stat for that species, and having a DV of 31 in a particular stat means it has the highest.
Breeding doesn't necessarily mean you'll end up with better DVs, though. It just means you'll have more control over them. If you breed low-DV Pokemon, the parents will likely pass down their low DVs to the hatchlings. But you pick out parents with good genes, breed them, pick the babies that end up with the right combinations of good DVs, and then keep on crossbreeding them until you get the baby you want.
Technically, "EVs" should be "EPs", or effort points. Effort points are special points that are earned by battling wild or in-game trainer Pokemon, or by using vitamins. By fighting the right Pokemon and choosing the right vitamins, you can choose which stats are boosted. See, in RS, you can't max out all your Pokemon's stats like you could in RBYGSC. You have to pick which stats are boosted and which ones aren't.
Now, about the EV\EP issue: Effort Values are the stats that keep track of your effort points. Because a value isn't something you earn - it's a measure of what you earn.
It doesn't really matter. In practice you don't keep seperate track of your Effort Values from the other components. The formula for working out current stat values has Base Value, Indivdual/Deter Value, Level and Effort Points as input variables.Originally Posted by Don't Run With Scizors

How many vitamins can you give to a Pokemon before it says "It won't have any effect"? Can you max your Effort Points this way or is there a limit?
Supplements can't raise an EV higher than 100.

You can't max out an individual stat's effort points this way, but with 51 vitamins, you can max out total effort points.
Note that this is not an effective way to get decent stats. Competitive battles never use that sort of effort point distribution.

DRWS, you could do something such as this. say you wanted:
252 atk., 252.spd., 6 HP
use 10 protein, 10 carbos. that erases 100 EVs needed in atk. and spd. thus:
152 atk., 152 spd., 6 HP
then you just machobrace+pokerus your way through ev training.
using 10 of all 6 categories is wasted. use them for the evs you need. they're not THAT useless. just very specific uses.
