Hmm... No, that won't work unless you're against an excessively Special-based team. Snorlax with those moves couldn't hold its own against physical attackers (Another Snorlax with better physical attacks can beat that set if it's sent out immediately). You could try it, but I don't think it will work. Plus, Ice Beam/Surf are better than Psychic to complement Body Slam. Vs Rock types, you'd probably want super effective moves. Personally I'd stick to Earthquake, Hyper Beam, Body Slam, and Selfdestruct, but it's a standard and maybe you don't want that.

I think my 'Lax on Blue has Earthquake, Surf, Metronome, and Double-Edge. Whether that's any good, I dunno, but it's better than Psychic-Amnesia. Hyper Beam and Body Slam are good, though... Just tweak those other two moves, depending on what you want the Snorlax to do.

This is wrong, by the way. Two Normal-type attacks on a single pokémon is a pointless waste of a move slot unless one of them is specialized to be worth more than just damage-dealing. Also, Hyper Beam is not good on anyone. It may be cool in-game, but against any remotely talented human opponent, the recharge turn will result in your demise. Unfortunately this is wrong. Body Slam and Hyper Beam complement each other extremely well on certain Pokemon, like Snorlax or Tauros. At any rate, there are a lot of different directions to take a Snorlax. In general you can pick and choose between Body Slam, Double-Edge (maybe), Hyper Beam, Earthquake (only under certain circumstances noted below), Selfdestruct, Surf (only under certain circumstances noted below), Ice Beam, Thunderbolt, Amnesia, and Rest.
The basic build for a purely physical Snorlax incorporates Body Slam, Hyper Beam, and Selfdestruct, with the last slot being held by either Surf or Earthquake to deal with Golem/Rhydon or Gengar, respectively. It's not an easy call.. Surf will take out Golem/Rhydon but leave you essentially helpless against a Gengar, whereas Earthquake will drop Gengar and dent Golem/Rhydon, but not nearly as much. Of course, Golem/Rhydon is a lot more common. This build is pretty inflexible, with three moves set in stone and only two options for the fourth.
An elemental Snorlax is slightly more flexible. It uses Ice Beam, Amnesia, and Rest, with the remaining move being up to you. You can best take advantage of Amnesia and cover your bases with Thunderbolt, but you miss out on Snorlax's huge attack and STAB with normal attacks. The standard and most highly recommended move for this slot is Body Slam. It's possible that you might like Double-Edge (Body Slam is a better bet, though), and as for myself I'm fond of using Selfdestruct here. Note that Psychic isn't a good choice for your special attack, and only use Thunderbolt in tandem with Ice Beam.
Snorlax is very customizable, so try different things using the above as guidelines and find what works best for you. Experimentation is good, although people here (like myself) will tell if you something is flat-out a bad idea. If you want to try alternate moves, you could try a defensive build using Reflect for the alternate slot on the elemental Snorlax, or stick Counter in the Surf/Earthquake position on a physical Snorlax. Other moves you're best off staying away from.
One problem, Counter in the RBY game and on PBS (I think, unless they fixed it) only send back Normal and Fighting type moves.

That's not really a problem. Fighting moves don't count for much, but there are plenty of things that wouldn't enjoy having their Body Slam or Slash thrown back in their face by a 228 defense Snorlax. well, let's get one thing straight. if you're just messing around on the gameboy, you can use headbutt, substitute, fire blast, and metronome and destroy anything in your path, really. it doesn't matter.
as far as competitive battling, there is one set i prefer over all others:
body slam, hyper beam, earthquake, and self-destruct.
i used to have surf over earthquake, but it's essentially pointless. the only reason you have surf is for pokemon that are 4x weak to it, such as Golem and Rhydon, which were increasingly used less and less in the competitive battling scene when i decided to make the switch. so...there ya go.
