Is it true about attacks that...
From my experience I have found that sometimes when an attack causes an added effect such as Confusion or Burn it does slightly less damadge to that Pokemon. Has anyone else suspected this to be more than luck, but a stronger correlation?

I believe it is pure coincidence. The reason why you notice this is because most status-inducing effects are weaker attacks, e.g., Psybeam. Super-powerful attacks such as Solarbeam do not have any other effects (exempt from this rule are Fire Blast, which has a 10% burn chance, Thunder, not sure on the percent, and Blizzard, which has a 10% freeze rate).
It's basically to even out the playing field.

Uh well, yah. It is just a thing that happens to you for no reason. No in game stat causes this in any way. Question Answered now I get to use my awesome mod powers and close this topic

Why here, Alex? :0 The question isn't game-specific (BTW, Thunder is 30% PAR in GSCRS and 10% in RBY. That's the only game-specific thing you could even use and he didn't mention that.) because these moves exist in all versions of the game. =[ Sure as heck don't have any idea where you would really stick it, though.
Every attack does a semi-random amount of damage. If you just so happen to get a "low roll" everytime you inflict a status it's purely coincience.
