I have been restarting my game for an hour trying to get a Shiny Eevee in Celadon. Is it even possible for this Eevee to be a Shiny? Am I wasting my time or should I keep trying?

Just make sure you're checking the Status Screen of the Pokemon everytime to see if it's Shiny or not. Some people just check the picture you see like when you chose a Starter Pokemon but you won't be able to tell if it's Shiny that way.
