Evolving pokemon with a Stone

When would be the right time to evolve pokémons that use stones?
Early, Later, or what?
Some of them don't learn all the moves if evolved soon, but don't they lose status if evolved to late?
Answer me, please!

after they get all the moves you want them to learn say eevee you want to get only elec moves... then asap for thunderstone, and say if you want something to learn a move you cannot teach it, evolve it later, like you want your shroomish to get spore just hold it off with an everstone... its about the moves... the stats will come

There's also the other way: have a male and a female of that kind level up and learn all of their moves (don't evolve them). Then breed them and you'll have a lv. 5 with the desirable moves. Evolve it a soon as it hatches if it pleases you. Note that many Pokemon also learn moves when evolved that they couldn't in their previous forms.
