I know this has come up before but I need help for a specific Pokemon.

When we finally are able to get the unobtainables, I'm thinking
about using a Vaporeon in place of my Starmie but I don't know whether to give it Surf or Dive. Surf has a 95bp (that and STAB is obviously good) and Dive has a 60bp but also protects your Pokemon from one of the opponent's attacks, and lets you get an extra turn of recovered HP from Leftovers (which my Vaporeon will have). So can anyone help me out here? Both are good but I just can't decide. This is what I'm thinking about giving Vaporeon:

Personality: Modest (+ Spc. Attack, - Attk)

* Surf/Dive
* Ice Beam
* Rest
* Acid Armor/Attract

Which one do you think I should have?
