Well while it dose make sense for a Pokemon based off the Sea Lamprey to be in the grate Lakes I would think that the Tynamo line are the Pokémon version of Sea Lampreys, I was thing more along the lines of Prehistoric sea reptiles, like how Nessie and other lake monsters are thought to be.
