For more specific details..
User CP > Edit Options > scroll down to end of page > change avatar > browse, upload from computer

If you want to save an avatar that you would like to use off of the web, right-click it and hit "Save Image", save it somewhere, and then find the filename/path and insert it/browse for it in the edit options window
