This RPG is based partially off of Chobits and partially off of Final Fantasy: The Spirits Within, with a little bit of my sci-fi inventiveness thrown in.

"There's one, sir!" the first scientist announced.
"I got a lock. Screen dating estimates the year 2004, almost a hundred years." The second scientist fiddled with the screen.
The scientist captain held the reins of the Box. "Three...two...one...capture!" With a sickening schlorp the Box closed around the freshly captured soul. "Now to bring this one to the lab to help identify it." The captain left with the box while the two other scientists put away the equipment and shut down the Soul-Capturer for the day.

The year is 2102. For the past 40 years, technology has allowed the viewing of the souls of the dead. These souls, which are permanently on a separate plane (called the "Spiritual Plane" by most everyone), wander aimlessly, almost completely ignorant of the physical world (the "Physical Plane"). Within the past 5 years, new advances allowed scientists to "capture" these souls in special boxes.

Of course, it's only been in the past few months that anyone has figured out how to do anything with these souls. New humanoid androids have been developed, with a special "brain" that allows the soul to anchor to the Physical Plane once again.

See, scientists have known for over 50 years that the brain is an inter-planar organ, allowing the souls from the Spiritual Plane to function in the Physical Plane. Finally, they have developed a mechanical brain that mimics the human brain. The mechanical brain controls all functions the same way a human brain does, with a section for consciousness, which is where the soul is inserted.

These androids are almost splitting images of humans. However, they have two distinct physical differences. One, their eyes are pupil-less, an impossibility for humans to duplicate. Two, around their neck like a collar is a small band of colored skin that identifies the android and where it was brought to life.

However, not all is happy in the world. While in the past month, the Android Revival Revolution (ARR) has brought the ratio of Androids to humans up to about 1:1000 (closer to 1:100 in the big cities), not everyone accepts the androids into society. The androids have become the next generation of newly freed blacks or native Americans. Also, gangs have come about, intent on stealing the blueprints for the eight Soul-Capturers that are only in 8 major cities throughout the world.

Can peace ever come to the world? Or will the world end in war, and if so, who will win, if anyone does?

Four types of characters are needed in this RPG: Androids, Scientists, Gang Members, other humans.

Descriptions

Androids:
The Androids that the souls are being inserted into are 100% inorganically fabricated. All Androids look and feel exactly like humans (anatomically correct, but no reproductive organs), except for two appearance differences: all androids have no pupils, and all androids have a ring of colored skin around their neck. The eyes may be any color except black, white, or any color that is close to that. The colored skin ring indicates where the Android was manufactured and contains information on who it is. (See Soul-Capturers, below)
Androids need no external energy source, and will not die as long as their head remains intact (and Android heads are extremely hard to break).

Souls:
Souls are the essence of people, where their personality comes from and so on. Through the Soul-Viewers, people see souls as translucent white clouds (imagine DBZ souls, if you've seen them, but partially see-through). They all permanently lie in the Spiritual Plane, but connect to the Physical Plane through the human brain, and now through the Android brain. Bodiless souls tend to stay towards areas of large human population.

Soul-Capturers:
These huge machines are set in 8 major cities, and each city has its own manufacturing color (see Major Cities, below). Soul-Capturers are made up of 3 parts: a giant Soul-Viewer (see Soul-Viewers, below), A Soul-Screener, and "The Box." The Soul-Screener is like carbon dating for souls; it identifies how long ago the body of the soul died. "The Box" is the capture and transport device. It is also inter-planar, keeping souls locked inside and preventing them from wandering.

Soul-Viewers:
Originally giant screens, then simple goggles, these devices allow humans on the Physical Plane to see the Spiritual Plane and any souls wandering there. As part of the Soul-Capturers, they are giant screens again so that all people working on capturing a soul may see it.

Major Cities:
These are the 8 major cities that have Soul-Capturers in them. The color next to them is the color of the band that goes around the neck of Androids manufactured there.

You may sign-up for up to 4 characters, but only if you can seriously play all of them constantly and in a satisfactory manner. No limits on groups yet, but if everyone starts signing up as Androids, I'll have to stop allowing them. Same goes for Scientists and Gang Members. No limit on other humans.

Also, this RPG may turn towards the mature side (since A. the androids are anatomically correct and B. there will be fighting). Don't sign up if you can't handle the possibility of sexual innuendos/comments or large fight scenes.

Personality: Midori is veryy nice. She has a hard time trying to be mean to someone, and sometimes things she say's come out wrong. Midori tends to travel with Ryoko everywhere(She brings her to her jobs so that Ryoko can get a taste of school again.), and try's to get Ryoko to cheer up.
Relationships: Related to Ryoko, her Great Great Grandma was Ryoko's sister.

Androids?: Since he ressurects his own younger sister into one, yes. However, his research into modifying androids seem to tell other people otherwise.
Residence: Shanghai, China. Of course, with advanced transportation, he can be in Beijing in a blink of an eye, yes?
Personality: Most people regard him as rather cold, stoic and unemotional. He does not do things to harm other people, yet he is usually not the person that people go to ask for a favor. Very methodical and logical. He does not base his actions off of what he wants but more out of what reasons to be the best. However, he had strong relations with his younger deceased sister, and that alone was the only desire that brought him to what position he is in today.
Relationships: Brother of Ruby.
Other: He is Chinese. His name is not his real name, but a pseudonym that he goes by after the death of his sister...

Personality: In order to simplify research process, the scientists working on her have erased her memory and inhibited most emotional reactions in her. Hence, much like Thomas, she works a great deal on reason rather than for herself and likewise because of this behavior, she submits most obediently when other scientists work on her. However, it should be noted that memory erasing and emotional inhibitors are still in its alpha stage and are at best unpredictable on the long run. Her intelligence capacity is very advanced, however.
Relationships: Sister to Thomas. Though she doesn't know that yet. >.>

Engi: Well, maybe not the blink of an eye, but I guess transport could get him there in considerably less time than it takes now. Except hair colors haven't been genetically altered yet. Just explain why he has green hair (dye?) or change it and you're all set with your human.
As for your Android question: "not yet." Maybe they'll come into existence sometime in the RPG (and the soul can be transferred), but she'll have to start out at normal size. Heck, if your character designs the "chibi" Android, I guess that'd be alright...but again, she has to start normal.

EDIT: Your android is fine as long as the "alien disease" Ping got was called that because nobody had seen anything like it before. Sorry, but little green men from Mars really don't exist in this RPG.

Most of his clothes are May's old clothes (no skirts >_>) so he could be seen as looking gay, even though he's trying to act straight (although he tends to avoid any situations like that).
Residence: Lives in London with the scientist who was in charge of creating him
Personality: Misses his old life, so is often depressed. Is not upset that he was revived, but still wonders what would have happened if he hadn't died in the first place.
Relationships: May is now a good friend; Ange is distant at first, but they'll get to know each other.
Other: Was the first successful Android Soul, and therefore did not choose any part of his appearance (including being a he). By the time the scientists had figured out how to transfer souls between androids, he felt it was some kind of destiny that he be put into a male body, so he didn't change back. He still longs to be female again, but doesn't express this openly.

Androids?: Very much for Androids, although she still hasn't forgiven herself for putting a girl soul into a guy android (even though none of it was her fault).

Personality: When not in the lab and not doing work, she lets loose and acts like a little girl, sometimes even acting a bit ditzy. In the lab, however, she's very orderly and strict, but in no way mean or harsh. Good person to be friends with, and makes those friends easily.
Relationships: Good friends with Mark, even though she still feels sorry for what she did to him; doesn't get quite as close with Ange, though

He wears black/dark, slightly baggy trousers with various pockets on the legs, a white t-shirt of some sort, and usually a black, unzipped sweater over that, with work boots.
Residence: Marseille, but he's being sent to London, because he says he hates all of the sunshine. Shoo.
Personality: Perfectly, beautifully miserable. Angsty boy. Prefers not to talk, his main vocabulary being "Yeah" and "No", with a few other words mixed in for basic means of communication. Even he's not too sure why he's like the way he is. He doesn't hate his family, but he feels disappointed. Lives his 'life' making it day by day, not really thinking about the future. He really needs to lighten up.
Relationships: ...If it's alright with you, VP, could he meet up with Mark and May in London? Say, one of the scientists in Paris asked May to keep an eye on him or something? ^-^;
Other: He doesn't remember the specifics of his family and former life, but his memory is kind of like an anonymous, dateless scrapbook. Awh.

Appearance: She's around 5'6''. Dark brown hair cut short at her chin, and hazel eyes, with medium-tone skin. She's usually in her grey business suit, and wears either trousers or a skirt about an inch or two above her knee, with black high-heels and a few bracelets, necklaces and earrings. She's about average looking, nothing very special.

Androids?: She's leaning towards pro-android, but isn't strongly for or against.
Residence: New York City
Personality: She's nice enough, but she's not as talkative as some used to know her to be. She's blunt and to the point, and her words always seem to have a tinge of sarcasm. She always evaluates things, and chooses her words carefully. She's not quick to anger, and is cold and silent when she really is. Obviously smart, she's quick-thinking and she seems to know when to say the right thing when it needs to be said.
Relationships: None yet.
Other: She basically just lives her life, working as a lawyer. She's seen quite a few cases where the subject of androids and 'what is human' comes up.

Seribii: Sorry, but for story reasons (to be revealed), all deaths have to be within about 1000 years. I agree it would be fun to see an ancient Roman, but I had made this story point fairly early on in development. Sorry, Julius must go.

Personality: Calm, quiet, but gets frustrated and angry when provoked. Always straightforward with everything, sometimes to the point of brutally honest. Was always curious about the inner workings of the soul, and wanted to unlock mysteries of the universe. Solving problems and learning about unusual things were her hobbies, and now that she is back on earth after being dead for nearly 20 years, she has a lot to catch up on. After coming back as an android, she starts to wonder about if her soul coming back would have any repercussions the other scientists may not have thought of, and devotes her new life to learning more about souls and helping to expand the knowledge of this world of the future by firsthand experience.

Relationships: I might edit this later

Other: Sometimes she becomes a bit philosophical, and she may wonder at what would happen to her soul should her android body cease to function for some reason. Finds the world 20 years later to be a bit confusing at first, and semi-familiar things she used to remember are just different enough to throw her off a bit. Is learning about how far technology advanced since she died to try and get back into her scientist work (if thats ok ^-^())

Personality: Extremely effective manipulator and persuader. He was one of the few androids made before the ARR and was part of the catalyst for the revolution. Some of the closer and more faithful androids know of this plan; all of the humans see him nothing more than an advocator for android rights. One of his most key and successful advocations is for the admittance of androids into the German army only a few years ago, hence the outfit.

Other: No one knows he is the reincarnation of Hitler. Using his old influence, he was able to persuade his former scientists to construct him a body identical to that of his great-great-grandchild's, and assumed his identity. Only a few people know that "Renard" is actually an android.

Otherhe helped to develop Ryoko's android body, and doesn't like that Ryoko is always depressed. Which is why Misaki is trying to see if she could help Ryoko. She's working on something to make Ryoko's depression go away---she think's it's something with her Android Brain.

Appearance: Falls just about 5'11" with a surprisingly muscular, yet still slender frame. His hair is a dark black mingled with strands of gray, surprsing for someone so young. Fairly long it, falls to about mid back and pulled into a ponytail. Dark, chocolate brown eyes hide behind a pair of specs perched precariously on his nose. Usually wears a vest of lightweight metal over a black long-sleeved shirt, dark blue pants, and metal-soled boots. Also wears a pair of bracers along with thick black glove/gauntlets. A silver cross on a chain dangles around his neck. Sometimes wears a dark brown trenchcoat over everything else.
Group: Techincally scientists but actually part of AAR
Androids?: Not quite. He believes that if a soul is to be reborn, it would happen through the powers of God, not of man.
Residence: Normally lives in a flat in San Francisco, CA, but currently resides in a hotel in Shangai.
Personality: Normally a jovial person with an optimistic outlook on life, Jonathan becomes quite serious when it comes to his job. He is quite cold-hearted and quiet around people he doesn't knows, but once you get past that he's quite a warm-hearted, fun-loving person.
Relationships: Hired Guard to over the RUBY prototype as well as her creator.
Other: Initially doesn't trust or like Thomas and Ping, but needed the money and so took the job.
