First, is it possible to obtain higher than max stats in R/S? If so, would the only way be with a combination of max IVs, EVs, and a beneficial nature? Second, is a Pokemon's level 50 stats an accurate way of predicting their stats at level 100? Finally, where could I find out which Pokemon's stats have been changed since G/S, if any? If you mean "is it possible to get a stat higher than was previously attainable than in GSC using personalities", then yes. But there's still limits to everything.

Second, is a Pokemon's level 50 stats an accurate way of predicting their stats at level 100?

If you know a Pokémon's DVs, effort, and personality, then you can calculate stats at any level. So you can just figure out this information from the L50 stats, then enter that data into a L100 calculation. But, as a general rule:

L100 stat (not HP) = (2 * L50 stat) - 5 with a possible +1 error

L100 stat (HP) = (2 * L50 stat) - 10 with a possible +1 error

Finally, where could I find out which Pokemon's stats have been changed since G/S, if any?

Nope, nobody's base stats have changed.
