Default Making a Pokemon dislike you

My Gyarados has Frustration, but the happiness lady says she "neither likes nor hates you". Which message means my Pokemon will use Frustration most effectively? For some of my other Pokes she says "they have scary viciousness in their eyes" or something like that...is that the lowest happiness rating?

And where do I buy the herbs and things that make Pokemon dislike you? Is there anything else I can do to make Gyarados mean? Thanks.

I don't know the exact phrase that means a Pokémon is at max...uhhm, unhappiness. But to actually obtain a Frustration TM, I grabbed an old Poochyena that was in the Box since I caught it, went to the Pokémon Herb Shop in Lavaridge Town, & bought 3 Revival Herbs (2800 each). I then had the Poochyena faint, then used the herbs to bring it back, only to repeat the process until I ran out. It was enough for the man who gives Return/Frustration TMs to give me one for Frustration.

It's MUCH easier to utilize Return than Frustration, & much less expensive. Frustration sounds more fitting to vicious Pokémon like Gyarados or Mightyena, but Return is going to serve you just as well.

Rekkuza, are you sure you want to make your Pokémon dislike you?

anyway, the maximum amount of disliking I got from a Pokémon was from Kyorge, after I caught it using the Master Ball in my Sapphire game.

Afterwards, I went to the happiness lady and she checked my Kyorge and said something like:

"It's going to be hard for me to say this... your Pokémon simply detests you. Doesn't that make you uncomfortable?"
...That was the only thing I could remember in what she said, though

It's easier just to attach the Soothe Bell and go run a bunch of laps around the Mauville-Route 117 track (probably while hatching eggs or something) to raise happiness.

If you obtained your pokémon in a trade, it may be quicker to go the Frustration route initially over Return, but since you gain happiness with every step, it's almost always better to use Return and keep 'em happy. However, the tactic of fainting them and using Revival Herbs means you can get them angry a lot quicker than you can make them happy by using vitamins and Soothe Bell, especially if it's a L100 trade.

There are some minor tactical reasons to use the less common Frustration - it can be useful if the opponent wants to Mimic or Transform, since they are unlikely to be a little ball of anger. Possibly it could come up with Imprison, though the Psychics that tend to learn that move don't tend to bother with Return.

Main reason to bother with it is style - it does seem more appropriate for Dark types somehow.
