GTA: Vice City help needed

I beat the Sir, Yes Sir! mission and it looks like my next mission is the All Hands on Deck one. However, the C for Colonel does not show up on the map. Does anyone know what I need to beat to unlock it?

Also, can someone please tell me where exactly the Rocket Launcher is? My guide says that it's in the swimming pool of a hotel near Sunshine Autos in Little Havana. I've been all over Little Havana and can't find a hotel with a pool or Sunshine Autos.

1) It will be unlocked later in the story. Do some other missions first.

Thanks, HealdPK! Found both of them without a problem. I have a few more questions now... if you or anyone else might be able to help me with them, I'd really appreciate it.

1. What exactly is there to do at Sunshine Autos (sorry... I don't know too much about the game)?

2. Where is this Paul's place where I can purchase heavy weaponry such as the Gattling Gun?

1. I'm pretty sure Sunshine Autos is a property mission you do later in the game. It works like the Import/Export garages in GTA3: you get a list of cars that you need to find, and then you bring it to Sunshine Autos. For every list you complete you get unlimited respawns of a car in Sunshine Autos. But that's much later in the game

2. I'm pretty sure it's on the third island (make a right off of the bridge, and follow that road down, past the police station, and it should be right in front of you). Needless to say, I cheated through most of the game =\

1. It is an asset you can purchase later in the game once you have completed more missions. To complete the asset mission, you have to deliver the first set of cars to the garage there (go down the ramp and visit the garage with a list by it. Take all the cars on the first list there to get a new car and complete the asset. Once the first list is done, the second list will appear. There are four lists in total, each one earning a new, unique car not available anywhere else in the game (except the Hotring Racer, which is in the stadium)!).
