If Pokemon in the games could dodge attacks like in the anime (without Double Team) then maybe so, but unfortunately it doesn't work that way. There's no getting around that Luvdisc is very weak in the games and learns no particularly good moves compared to other Water types, it's ability Swift Swim, isn't all that special either as tons of better Water types have it.

Of course, in the anime almost any Pokemon can be good in battle, which is one thing that is so great about it.
