dragon scale and heart scale help

ok my quest for dragon scales still continues. i have so many horsea it isnt funny. i search at the begging of victory road like someone said and i only got corsala's. i heard there is another pokemon that can carry dragon scale. who is it and where is it? plz help im going insane for one

Here's a suggestion, instead of catching the pokes why don't you just steal the items. Use either thief, trick, or covet. That's how I got my heart scales from Luvdisc.

I'm prety sure dragon scale is only on horsea, just keep looking west of pacifidlog (wow thats a long name for a town). I have seven heart scales so far, you can find them on small islands or underwater while surfing (their invisible- use itemfinder).

I believe that there is a Salemence in the Battle Tower that is holding Dragon Scale. (Not 100% sure, pretty sure) Just go to battle tower with a pokemon that has thief, trick, or covet.

you can´t steal item from battles against trainers the item it's returned after the battle, you can stole dragon scale form wild bagons and horsea , and heart scale form luvdisc, this pokemon frecuently have this item
