it's in the team magma/auqa hideout. if the leader escped in a submarine allready, it's gone, and the base is closed up.

Weird...
i got it in the muesim at slateport...i talked to a team magma on the 1st floor and he said something about me beating him and he gave me the tm (TM No46 Thief: While attacking, it may steal the foe's held item) thats the bags description
