It was right there, man. When you capture or defeat Sudowoodo, you speak to the guy just to your right and he gives you Rock Smash.
Although you don't really need Rock Smash to get Magmar. You can reach the basement easily without it.

EDIT: I read the rules and it didn't say I couldn't use Ho-oh, but figured I might aswell ask.
