How far along are you in the game? If you've beaten it and are just building a competitive team now, Cooltrainer Gaven is a good guy to have in your Pokégear. He fields a Victreebel (ATK 105), a Kingler (ATK 130) and a Flareon (also ATK 130). Cycling Road is also a good place to go, especially in the morning hours when it's light enough for the Fearow to be about, but not yet warm enough for most of the Slugma.
Early in the game, go to Dark Cave or Union Cave and have Croconaw beat up on Geodude (ATK 80). In Gold Version, Union Cave also has Sandshrew (ATK 75); they're good, too. The Zubat and Onix (ATK 45 each) aren't worth your PP, and the Rattata (ATK 56) are little better.
