NO gust does not make someone switch out. It just does DOUBLE DAMAGE if the opponent is using FLY.
I know that Gust now causes your opponent to switch out of battle as well as causes damage...
but, does that mean that Gust only attacks last now, like Whirlwind... or is it like any other move & it just works off your speed?

No he means if the pokemon is up in the air after using fly. I think. I may be wrong.
According to Meowth's Pokedex "Gust - Forces opponent to switch. Also hits while opponent is using Fly.
SO does it force switching? Has anyone used Gust in Ru/Sa?
Someone gusted my Shedinja, it fainted so i don't know. But i don't think it forces a switch.
edit: I just tried it and it doesn't force a switch.
If gust causes foes to switch, my cartridge must be fudged. My old dustox can run down to 0PP and they won't have to switch at all.
It's not that hard,look at it's discription on moves in the game.
