Kyrouge is a legend and it has a type advantage,i knoe grounder is a legend but it is a fire/ground i think.I know it's a Ground type.

i used gameshark in my sapphire and got a groudon and now im at kyogre and it said groudons ldrought intensified the sun rays and next turn it said the sunlight faded and kyogres drizlle made it rain..so i think it switches off now every and then.

It's just Ground. Even if Groudon was slower(That trigger wich on will stay), Kyogre will most likely win. Kyogre gets STAB for it's type too. It's O.K. having both on the same team if those are the only legends.On 2v2 Kyogre and Groudon are a horrible couple. Can you get Protect on Kyogre? I like Kyogre much more than Groudon. Kyogre is cooler. If they clashed, then the slower one's ability will prevail.
