Glitch City

When the old TPM was up, I read that it was this city that was a glitch and screwed up your game. Can anyone verify on what it is and what it does and how to get there?

you go to safari, go out safari, say NO, then go back into safari ,dont move and Save.
Turn off, Turn on, walk a bit, /10 steps/and try going out. That man will ask you if you want to join the hunt instead of leaving early. Say NO.Go out, fly to vermilion, go into the underground and ride your bicycle up and down. After 500 steps, it will say Ding Dong, safari is over. You will now be situated in safari house. Go outside into fuchsia, and You Are In Glitch City!!!
